Stephen C. Muffler is a full-time attorney and has been a member of the Florida Bar since 1993. For the past 21 years, he has taught graduate and undergraduate business law and ethics, policing, administrative law, and international law classes in five countries. He received his BS in administration of justice and has a minor in legal studies from the University of Missouri-St. Louis (1990); a JD from Nova Southeastern University (1993) and an LLM in International Law from the University of Miami, School of Law (1996).
Professor Muffler was a former legal assistant to the Florida Bar’s ethics enforcement branch in Miami Florida and former special public defender for the 17th Judicial Circuit, in and for Broward County, Florida. He currently holds the position of deputy general counsel for the Broward County Sheriff’s Department, one of the largest fully accredited public safety agencies in the United States. In this capacity, he represents and advises the Broward County Sheriff’s Office as to issues involving litigation, government procurement, complex commercial transactions, employment issues, labor unions, government contracts, administrative hearings, public records requests, Florida sunshine laws, 42 USC 1983 claims, formation of agency internal policies and procedures, criminal law, and state law and intergovernmental relations.
Throughout his career, Professor Muffler has authored and co-authored over 20 published legal articles and academic textbook chapters dealing with criminal justice and business law topics.
