Will McNally is an attorney with the United States Department of the Treasury, IRS Office of Chief Counsel, Executive Compensation branch. He authors regulations and guidance on nonqualified deferred compensation, excise tax, and cryptocurrency issues, including the proposed and final regulations under section 4960 (excise tax on excess compensation paid by tax-exempt organizations). He regularly volunteers with and is a member of the board of directors of Community Tax Aid, Inc., a D.C.-area nonprofit that provides tax preparation services to low- and moderate-income households.
Professor McNally holds a BA in philosophy, politics and law from Binghamton University (SUNY) and a JD and LLM in Taxation (with Distinction) from the Georgetown University Law Center.
